The fastest office-to-residential conversion I've been part of took 14 weeks from approved drawings to certificate of occupancy. The one that's still dragging is now past 18 months. Same city, similar building age, comparable budget. The difference wasn't design talent. It was verification.
If you're looking at a Gensler office to residential conversion, the first question isn't What will it look like? It's Are the existing conditions as good as the brochure says? A beautiful floor plan doesn't help you if the plumbing stack is on the wrong side of a concrete shear wall.

In my role coordinating construction and design for commercial-to-residential projects, I've handled around 40 conversions—maybe 42, I'd have to check. Most weren't emergency jobs, but enough of them were. In March 2024, 36 hours before a permitting deadline, we found the structural drawings didn't match the core drilling report on a 12-story office building. Matching that discrepancy meant a $50,000 penalty if we didn't get the permit. We caught it because someone looked at the actual shaft, not just the PDF.
I'm not a structural engineer or a zoning attorney, so I can't tell you if a specific property qualifies. What I can tell you from a project-delivery perspective is that the projects that fail are the ones where owners treat office-to-residential conversion as a layout exercise.

From the outside, converting an office to apartments looks like adding kitchens and bathrooms. The reality is that an office was designed for people who stay eight hours, not 24. Cooling loads, plumbing vents, fire sprinkler density, and sound isolation all change. That's not marketing language. It's the difference between a $50,000 plumbing adjustment and a $500,000 mechanical redesign.
What most people don't realize is that the best candidates for conversion are not shiny modern towers. Deep floor plates and glass curtain walls are expensive to turn into apartments because bedrooms need windows that can open—or at least that meet emergency egress. The most conversion-friendly buildings in my experience are from the 1960s through the early 1990s, with more regular floor plates and a better window-to-floor-area ratio. But those buildings usually have old mechanical systems, which brings you back to verification.
What I actually check before approving a conversion
Here's a sequence I've refined after second-guessing myself on a few jobs. It's not the same as a due-diligence checklist from a lender, but it catches the things that show up later in construction.
- Zoning and entitlement risk. A building can be physically perfect and still be illegal to convert. Check with the local planning department early, and get the answer in writing.
- Existing drawings vs. as-built reality. PDFs lie. I've had projects where the drawing showed a 30-inch chase, but the actual chase was 18 inches because a previous tenant had built a server room inside it. Five minutes of verification beats five days of correction.
- Plumbing and venting paths. Adding kitchens and bathrooms to a floor that wasn't plumbed for them is the biggest hidden-cost area. A check valve—a small mechanical fitting that prevents sewage from backing up into lower-level units—sounds like a detail. It is a detail. But in a 2023 project, a $180 check valve turned into a $4,000 coordination problem because the sanitary line sat on the other side of a transfer beam. We found it before demolition. Which is why we had a plan.
- Fire and egress. Stairwell widths, corridor ratings, and sprinkler spacing can require more than an interior designer can fix. Gensler interior design is excellent, but it cannot make a corridor wider than the structure allows.
- Acoustics and mechanical noise. Office floors have different vibration tolerances. Residential buyers will hear the pump room. Trust me.
When the design gets attention—and when it shouldn't
I have mixed feelings about the attention that interior design gets on conversion projects. On one hand, it's what sells the units. On the other, I've seen owners spend two months selecting finishes while the fire-sprinkler riser remains unresolved. Finish decisions can be changed. Riser locations are a lot harder to move.
That said, some finish decisions are also maintenance decisions. White kitchen cabinets look great in a render and in Gensler's project photography. In a rental unit, they show every scuff, and in a converted office building with shared laundry and construction dust, they'll need repainting sooner than you expect. That's not a reason to avoid them—it's a reason to specify the right paint finish and budget for touch-ups. Designer white is a rental cost, not a capital cost.
And if the project is marketed as sustainable or net zero, be ready to back it up. Per FTC Green Guides (ftc.gov), environmental claims must be substantiated with evidence. A nice tagline for a brochure can become a legal problem if the building doesn't perform.
The overlooked stuff that makes code inspectors smile
Beyond the obvious, there are small things that delay sign-offs:
- Backwater check valves on lower-level plumbing lines. See above. The check valve itself costs almost nothing. The access panel and correct slope are what cost.
- Mailboxes. If a building converts to residential, it needs a USPS-compliant centralized mailbox arrangement. According to USPS (usps.com), multi-unit residential projects must use centralized mailbox equipment that meets USPS standards; the exact configuration depends on the carrier route. I've seen a final inspection delayed by three weeks because the mailboxes were the wrong type for the carrier route. That's not a design choice; it's a service condition.
- Trash and recycling rooms. Offices generate paper; residences generate trash, food waste, and large recyclables. The space allocation is different.
Why does this matter? Because these items rarely appear on the first design schedule. They get added as coordination items during construction, and then they become change orders. Prevention is cheaper than correction.
How to work with a big design firm without losing control
A firm like Gensler brings global expertise and integrated interior and construction teams. That can be an advantage, especially on complex conversions. But it also means you need a client-side person who can say no. I've seen owners get so impressed by a name that they stop asking hard questions.
One practical tip: don't ask Is this feasible? in a general way. Ask What would make this infeasible? and then go verify those specific conditions. And if your contractor or consultant starts calling every day for answers, don't search how to block your number—search what additional information should I have approved before now. The schedule risk is usually on the owner side, not the design side. Blocking the phone call doesn't solve the missing decision.
When this advice doesn't apply
This is about office-to-residential conversions where the building is substantially existing and the design team is already in place. It's not about ground-up residential projects, adaptive reuse of historic landmarks, or conversions where a municipality is offering major tax incentives—those have a different risk profile. I also want to be clear: I'm not a structural engineer or a zoning attorney, and I can't tell you whether a specific property qualifies. What I can tell you from a delivery perspective is that the people who ask What could go wrong? before they fall in love with a render are the people who end up on time.
Five minutes of verification beats five days of correction. I've never seen that sentence fail, and I've never seen a project fail because someone checked too early.
